The OGCE (Governmental Organization Against Element-Soldiers) is the unit in charge of controlling and stopping the violence caused by Element-Soldiers (people with elemental powers), as well as protecting those affected by other organizations that seek to exploit them.
The story revolves around Haruka Kinomoto, head of the OGCE Operations Department, and her teammates — their relationships, their pasts, and how they gradually uncover the secrets behind the Element Project.
